Zepka App Child Safety Protocol
This Protocol (hereinafter referred to as the "Protocol") is a special protection rule formulated by Zepka Video Chat & Dating App (hereinafter referred to as "Zepka" or the "App") for the safety of child users. It strictly complies with the Google Play Developer Program Policies, Google Play Family Policy, the U.S. Children's Online Privacy Protection Act (COPPA), the EU General Data Protection Regulation (GDPR), and other applicable laws and regulations on child privacy protection in relevant regions. The purpose is to create a safe and healthy online dating environment for child users. This Protocol applies to all child users of Zepka (under 13 years old, as defined by COPPA) and their legal guardians.
I. Identification of Child Users and Guardian Consent
1. Zepka establishes a strict child user identification mechanism based on age group data shared by the device system and behavioral characteristic analysis (no need for users to manually enter their age). If a user is identified as a child by the system, the Teen Mode will be automatically activated.
2. If a guardian discovers that a child user has registered and used Zepka without consent, they may contact us through three convenient channels: the in-app dedicated complaint and report channel, customer service hotline, and official email, providing guardian certification and the child user's account information. We will verify the identity within 24 hours, assist in canceling the account, permanently delete relevant personal information, and disable all functional permissions of the account. Meanwhile, we provide guardians with an account association function; after binding, guardians can real-time view the child user's usage dynamics, interaction objects, and online duration.
II. Protection of Children's Personal Information
1. Limitation on Information Collection: Strictly adhering to the "legitimacy and necessity" principle, we only collect the minimum necessary information of child users within the scope required to protect child safety and provide basic services, and will never collect personal information unrelated to the services. Collection of sensitive information of child users such as ID card numbers, home addresses, phone numbers, and precise geographic locations is prohibited. We will not passively collect children's personal information and associated data through Cookies or other tracking mechanisms. Before collecting information, we will inform guardians of the purpose, method, storage period, and consequences of refusal in the form of a prominent pop-up window, provide a clear opt-out option, and only collect information after obtaining consent. Re-authorization from guardians is required when information changes.
2. Specification for Information Use: The collected personal information of child users shall only be used for clear purposes such as identity verification, security protection, and function adaptation, and shall not be used for advertising, data sales, user profiling, or other non-essential scenarios. The information storage period strictly follows the "minimum necessary period" principle; after expiration, the information will be automatically deleted or anonymized to ensure it cannot be traced back to specific child users.
3. Information Security Assurance: We adopt technical measures such as encrypted storage, access permission control, and security auditing to establish a special protection system for children's personal information, preventing information leakage, tampering, and loss. Disclosure of children's personal information to any third party is prohibited unless written consent from guardians is obtained or required by laws and regulations.
4. Information Management Rights: Guardians have the right to inquire about, correct, and delete the personal information of child users on Zepka at any time, and may contact customer service for assistance. We will respond and handle the request in a timely manner after verifying the guardian's identity.
III. Video Chat and Dating Safety Control
1. Content Security Filtering: A dual mechanism of AI intelligent review and manual recheck is established to conduct real-time monitoring of video chat content, user avatars, nicknames, and personal profiles. Illegal, non-compliant, and harmful content involving child sexual abuse, violence, obscenity, bullying, self-harm, and inducement to illegal acts is strictly prohibited. Meanwhile, information that may induce minors to imitate unsafe behaviors or develop extreme emotions is blocked. Real-time screenshot reporting is supported during video chats; if the AI detects suspected non-compliant content, it will immediately terminate the conversation and submit it for manual recheck. After confirming non-compliance through recheck, restrictive measures such as traffic limitation and account suspension will be taken against the involved account, and records will be retained for regulatory inspection.
IV. Complaint & Report and Liability Commitment
1. Convenient Complaint Channels: A dedicated complaint and report entry for minors is set up in the App with a prominent icon, supporting multiple forms of evidence submission such as text, screenshots, and videos. We commit to responding within 24 hours and completing disposal within 72 hours, and will feed back the result to the guardian. Meanwhile, the official complaint hotline, email, and handling process are publicly disclosed to accept supervision from regulatory authorities and the society.
2. Liability and Compliance Commitment: A special person is assigned to be responsible for children's information protection and safety control. Regular employee training on child safety protection and system security audits are conducted to fix vulnerabilities in a timely manner. We will strictly cooperate with compliance inspections by the Google Play platform and regulatory authorities in various regions, take the initiative to submit implementation reports on child safety protection, assume corresponding responsibilities for non-compliant acts, and continuously optimize the protection mechanism to safeguard the rights and interests of child users.
3. Supplementary Provisions: Matters not covered in this Protocol shall be implemented in strict accordance with the Google Play Developer Program Policies, Google Play Family Policy, the Children's Online Privacy Protection Act (COPPA), the Regulations on the Protection of Minors in the Network Environment, and other relevant laws and regulations. Modifications to this Protocol will be notified to guardians and child users in the form of a pop-up window, and the revised content shall take effect from the date of announcement.
